Fed Officials Back Further Rate Hikes; OpenAI Launches Dots; Trump Unveils AI Government Portal

Several Federal Reserve officials spoke out in quick succession on Tuesday, reinforcing expectations that monetary policy will still need to be tightened further this year. New York Fed President John Williams said that if the economy evolves broadly as expected, one more rate hike later this year may be appropriate, but "there is no need to act in a hurry." After Williams spoke, market-implied odds of a Fed rate hike at its Oct. 27-28 meeting quickly fell from about 70% to around 50%. On the same day, Fed Governor Michael Barr, Chicago Fed President Austan Goolsbee and St. Louis Fed President Alberto Musalem also sent similar tightening signals on different occasions.[1]
The Fed raised rates by 25 basis points at its September meeting, its first hike since 2023. According to economic projections published after the meeting, most officials expect one more hike this year, while another eight officials expect a similar-sized increase in 2027. Williams expects inflation to reach 3.5% this year and edge down to slightly above 2% in 2027.[1]
In markets, the three major U.S. stock indexes fell for a second straight day. The S&P 500 edged down 0.17%, the Dow Jones Industrial Average fell 0.26%, and the Nasdaq 100 bucked the trend with a 0.2% gain, lifted by the AI sector. The dollar extended its rebound, gold rose 1.4% to $4,175 an ounce, and Bitcoin was roughly flat. The 30-year Treasury yield touched 5.6206%, a high since June 2002; the 10-year yield rose to 5.293%, its highest since June 2007. Brent crude fell below $103 a barrel, and the front-month WTI contract settled near $89.[4]
On the corporate front, OpenAI on Tuesday launched an always-on AI agent called Dots at its developer day event and introduced a $500-a-month premium subscription tier, five times the price of the Muse premium tier. Dots supports interaction with users through ChatGPT, Slack and Microsoft Teams, and can operate computers, retrieve data from third-party apps, and complete tasks such as research, document drafting and software development. OpenAI also launched the GPT-6.1 Sol model the same day; its performance is close to Astra, but its standard token price is only one-fifth that of Astra. Meta shares briefly fell after OpenAI launched Dots, then reversed to gains and closed up 3.24%.[2]
On regulation and policy, Federal Reserve Vice Chair for Supervision Michelle Bowman warned on Tuesday about AI's dual impact on banking, saying AI is "both a defensive tool and an evolving risk," and called on the banking industry to strengthen its system defenses.[3] U.S. President Trump signed an executive order formally launching the AI-driven government portal America.gov, requiring all federal agencies to connect their public-facing systems to the platform within 90 days, aiming to replace more than 29,000 scattered government websites with a single entry point; the platform currently operates as a chatbot, with full functionality expected to launch only in 2027.[5]
On energy, the U.S. Department of Energy announced it will release up to 40 million barrels of crude from the Strategic Petroleum Reserve (SPR) again, the final batch of the 172 million barrels the U.S. has released cumulatively under International Energy Agency coordination since the Iran war began. In the week ended Sept. 25, U.S. SPR inventories fell to 283.8 million barrels, the lowest since October 1982. Gasoline prices remain above $4 a gallon, while diesel prices topped a record $6 a gallon. On Tuesday, WTI crude futures fell 3.95%.[6]
